Quarantine-free travel is possible for the fully vaccinated under the Vaccinated Travel Lane (VTL) initiative.
Among the VTL conditions, travellers must have been vaccinated for at least two weeks, travel on a designated VTL flight to enter Singapore, have remained in a VTL destination or Singapore for 14 consecutive days, and undertake COVID-19 testing (PCR or professionally-administered ART within 48 hours of departing for Singapore and an unsupervised self-administered ART within 24 hours of arrival in Singapore, with results reported via https://www.sync.gov.sg).
Currently, vaccinated or recovered travellers from Singapore can enter Sri Lanka without test or isolation. You must obtain a tourist visa, purchase designated travel insurance (US$12) and submit a Health Declaration Form prior to flight check-in. Children aged under 12 years count as vaccinated travellers.
